Service Areas

Generally, our civil engineering development projects are divided into three service areas.

Preliminary Site Planning and Development

Administration of preliminary stage of an improvement project from inception through agency approval.

  • Preparation of permit applications and administration of the permitting process, including but not limited to short subdivisions, long subdivisions, conditional use permits, land disturbance and clearing permits, and WSDOT access connection permits
  • Preparation of feasibility studies
  • Exploration of design alternatives
  • Preparation of preliminary design plans
  • Preparation of preliminary studies, reports, and other supporting documents (such as SEPA checklists, JARPA applications, and environmental assessments)
  • Representation at and/or facilitation of informational sessions, neighborhood meetings, public hearings, and technical review committee meetings
  • Monitor progress of preliminary application process
Plans, Specifications, and Estimates

Design and permitting of the infrastructure schedules associated with the improvement project.

  • Preparation of the site existing conditions map in collaboration with the project surveyor
  • Preparation of the horizontal and vertical design of the required temporary erosion and sedimentation control measures
  • Preparation of the grading plans and calculation of the earthwork volumes to sculpt the site to best accommodate the preferred layout
  • Preparation of the horizontal, vertical, and structural section design of the public roadway improvements
  • Analysis of the system capacities and preparation of the horizontal and vertical design of utilities such as water distribution and fire protection facilities, sanitary sewer conveyance facilities, and storm sewer conveyance facilities
  • Preparation of a storm water runoff analysis and report that investigates water quality/quantity control measures to mitigate the impacts of the development project and preparation of the horizontal and vertical design of the water quality/quantity control measures
  • Preparation of a construction cost estimate for full build-out of the project in accordance with the approved plans
  • Coordination with utility providers such as electric power, natural gas, telephone, and television cable
  • Coordination with other agencies having jurisdiction over the project such as WSDOT, WSDNR, WSDFW, and WSDOE
  • Preparation of permitting and reporting requirements involving varied subjects such as franchise agreements, wetland fills, forest conversions, and NPDES obligations
Construction Management

Administration of development contracts and observation of contractor’s installation of design improvements to ensure final acceptance by client

  • Preparation of construction bid documents
  • Review of bid proposals
  • Assistance in bid award
  • Assistance with the ULID process such as benefit analysis, assessment role preparation, legal notification mailings, and map preparation
  • Representation at and/or facilitation of informational sessions, neighborhood meetings, and public hearings
  • Inspection of construction projects to ensure the integrity of the improvements
  • Preparation and certification of “As Built” drawings representing the public improvements in accordance with City of Bellingham requirements
